Weapon fully enhanced, but perks are not upgraded
check the link, so I maxed the weapon to tier 3 and it still shows the red corners that I need to upgrade the weapon, but Im locked now, since I cant upgrade it any further and I cant go back. Therefore my weapon cant have enhanced perks until this is fixed.

AFAIK, they have not fixed the issue with enhancing weapons which have curated rolls. These are typically weapons which drop from triumphs. The weapon you show in the image is a curated roll, and while you can enhance it, it doesnt take effect on the perks. I have a Zouli's Bane with the same issue which dropped from a triumph for Pantheon. I would suggest farming for a random roll with the same perks and enhancing that if you want this weapon and perks to be enhanced.
