I noticed the same thing, but when I read the text more I realized. It does work it is just *incredibly* specific. The node is telling you that you need to kill a target effected by jolt with arc damage, the thing is if the initial damage from the weapon that triggered the jolt or the damage from the jolt coming out kills the targets, it does not count. You need to be applying jolt to bigger targets that can take some damage and then kill them with an arc weapon
