Surges in Normal Raids / Dungeons is a terrible change (how to FIX it)

I genuinely don't know or have seen a single person that has asked for these changes in normal raids and dungeon, not only are we now restricted to using the on surge weapons if we don't want to be at a disadvantage compared to before when we could LITERALLY USE ANYTHING we wanted. They have also screwed newer players from wanting to get into raids by increasing the entry barrier for raids, lets be honest a new player isn't going to have the best weapons or for all active surges, They'll most likely get denied from teams for not having the proper weapons or will straight up avoid doing raids till a surge comes up where they won't be at a disadvantage. As someone that spends majority of time on destiny doing raids and dungeons i've really not enjoyed doing them with these changes, especially in terms of doing raid lowman challenges/ speedruns or even just doing something as simple a sherpa runs. these changes really make it frustrating to play the game. How to potentially fix A simple FIX for this would be to literally have a separate difficulty mode that includes the rotating surges / -5 power level cap instead of forcing everyone to partake in these changes whether they like it or not. it would be nice to have selectable difficulty types going as followed Standard>Advanced>Master. Standard should just be a normal raid like it was before, no surges, no power cap and a great starting place for newer players wanting to learn mechanics instead of being thrown into the crap show of these changes as well as a place for people that want to do raid challenges, speedruns, teaching runs, etc. in addition to the potential fixes above you could also have different tiers of rewards for the difficulties you select, lower tier rewards for standard without any rationing surges / power cap all the way to master modes where you would get more rewards and is more incentivising to run. Also just an extra bit, I would like to mention how bungie have significantly increased the health for a number of bosses in a stealth patch.
