The lore on the echoes armor implies that the sarcastic sounding failsafe is the real personality while the cheery one is a filter.

Failsafe didn’t originally have a personality, she was just a regular ship bound AI. When the Exodus ship crashed on Nessus a lot of her limiters were removed, with the second sarcastic personality forming from her isolation and trauma.
