There are ways to que into these activities like strikes etc solo. Just Google it.
Seems like a waste of dev resources to add this when workarounds exist

I know there are. I have done them and it doesn't hold up for me half the time. Last time I tried it, Destiny 2 would lag and shutdown .(the powershell one but it has almost 2 years when I tried). Another issue, is that Bungie said they might consider making it a ban-able offense in the future and others said that Battle-eye anti-cheat has caught people using it (they could just be lying though). The easiest one I have heard of is the PlayStation date change one but I don't play or own any dlc on Playstation. Also, turning off or having the option to turn off matchmaking probably won't take dev resources due to the fact you can launch any higher tier nightfall, campaign mission, and higher end content completely solo. It would be as simple as giving the option to choose matchmade or private like how the coil works.
