Bungie has been well known to nerf things in pve due to pvp. Ahamkara was nerfed in both due to pvp exclusively hence why something like sunbracer hasn't been nerfed because while it's strong in pve it has very few uses in pvp.
I do agree with separating it so that the nerf is only for pvp.

Yeah it sucks when pvp stuff affects pve but bungie has been making a lot of right choices lately so hopefully they can fix this mistake and separate the nerf from pve
