To Bungie, as the title says. In the past during Forsaken's time, certain HVTs and lost sector bosses were coded as "WANTED" enemies that dropped a set of Fallen-ish weapons. This idea could be reexplored. As it stands right now, High-Value Targets don't feel very "high value". You kill them for a laughably low amount of Glimmer and the rare occasion of a world drop, which aren't specific to HVTs at all. They are bland. My idea is to change the HVT loot chest reward structure to randomly drop a weapon from a specific set of old loot ([b]as they were[/b]) that we had in the past every time you open one up. You could also make the possible rewards depend on either the destination that the HVT is at or even the specific area they're at. Like, just for example, the HVT Captain that appears at the Exodus Black could drop a random weapon from the Black Armory experimental set, like Galliard-42 XN7568. This can also be used as an "in the meantime" type of deal to reintroduce the older weapons. You can still update them in the future and/or make newer versions for a new activity/loot source. After all, you've already done that with Hung Jury, as the greatest example of this. This would also help out a bit with the "player incentive/content drought" issue that's been plaguing the game for a while. Players love having options and the weapons are already coded into the game. They just need a drop source again and I guarantee that players would go after them. I would. Why not use what's already there? Could save resources too depending on the direction of development. ...I miss Trackless Waste.
