No, purchases do not transfer between retailers. You must buy it again for each of the platforms you intend to play on. This applies to other video games as well.

Someone could correct me if I'm wrong but I do believe the seasons would still work across all platforms, so you should only need to rebuy the base edition if you got the annual pass on one platform
