Bungie weighted RNG strikes again. If you roll exotic it seems to give new items not received. If you roll for legendary you get any random roll received or not. This is the same for all vendors with exceptions. Expect legendary. Pray it works right. A notable example of an exception is master lost sectors. You need solo flawless clear to get a high probability of getting new exotic. Probably goes down considerably on repeat or legendary runs.
