Think bungie should adjust it some . Seems like its all tether or go home if you want 50 ,it works well but many don't bring the meta to just run a side activity so those left trying to reach 50 get benched more times than not.

Ive actually done most of my 50 wave runs with assasins cowl/liars handshake arc hunter and 1 2 punch shotty and no tether hunter in the squad with ease. However the easiest is a well warlock paired with a tether hunter for super recovery and team feeding, this combo doesent really need a change and is definately not necessary. Only think i can think of were it was mandatory was the hill climb in reckoning many moons ago. If you wanted to farm spare rations the combo made it nice and chill

For legend though, you are probably right, tether is gonna be valuable if you wanna crowd control for a good period of time
