Devs: Which should we fix? The bug ruining the game, or the one making the game more enjoyable or even tolerable. Bungie higher ups: Which one would cost less to figure out and fix? Devs: We already figured out the second one's cause and the first is taking some time so... Bungie: Just fix the second one and forget the first. Devs: Won't that make players not want to play? Bungie: Who cares, we already got their money.
