Concluded this under my alt's (OneiroOni) comment.
Check for reference.
I have some proof, but not enough evidence.
Still thinking where the black magic is going on... But I did notice and point out a flaw in Scenario C.
-----
Scenario A.
Step 1. Original xbox gt was GoodGuyCanada then I changed it to OneiroOni
Step 2. Tried to change my bungie id from GoodGuyCanada to OneiroOni
Step 2a. Ran into a snag where it would not go through due to it being filtered out
Step 3. Went with Oneiro Oni instead
-----
Scenario B.
Step 1. changed my xbox gt to ShinobuBro (Before Into the Light)
Step 2. Tried to change my bungie id from Oneiro Oni to ShinobuBro due to it being filtered out
-----
Scenario C.
Noticing a pattern, got on an alt to test.
Step 1. Changed my alt's bungie id from Celestial Mikehawk to OneiroOni
Step 1a. That literally contradicts Step 2a. that I ran into the first time
with OneiroOni being filtered out
Maybe it is being filtered out but for a different reason.
Looking at the steps again...
OneiroOni was my new xbox gt, before (attempting) changing my bungie id to match it. Essentially, it was taken in the sense that it was a platform name linked to a bungie acc. So when I changed my xbox gt (and other platforms) off of it, my alt was able to grab it since it wasn't taken.

There is no bug. You have been given correct explanations multiple times in your numerous posts, but for whatever reason, you're not listening.
Also releasing it's old name Celestial Mikehawk into the wild
Anyone can claim any name, even if it's in use by someone else. Take 'Dog' for example, if you look that up you will see hundreds of people called 'Dog'.
