[b]In both PVE and PVP, the two knives per charge almost never works.[/b] Sometimes I get two knives when I gambler's dodge right next to an enemy or somewhat near multiple enemies (I was near 3 enemies in a crucible rumble match. But about 90% of the time I either get a partial second charge, or only one charge.

Gamblers dodge near enemy from [b]0 charges[/b]:
Always gives the first charge, but only partially gives the second charge
Sometimes (but definitely not all the time) gives two knives per charge.
Same applies with monte carlo takedowns/hits/bayonet hits
(I'm not sure about this but) when I'm VERY close to an enemy, almost colliding, I get two charges more often.
Gamblers dodge replenishing melee energy from 1 charge:
Replenishes most of the second charge (Usually 50%-70%, but sometimes very close like 95% if I'm lucky), but rarely gives two knives per charge outright.
Same with the above, I think there's a higher chance of the exotic giving both knives when I'm at point-blank range with an enemy. I'm no expert but if it helps I think that for some reason the amount of charge gained for the second knife is based on how close the user is to an enemy.
Waiting for ability to replenish with 0 charges:
When I just wait for the charge to replenish, I get the first knife without any partial charge. It just keeps progressing slowly from the first to the second charge like with Armamentarium grenades. Sometimes I get both charges (I see the little orange stripe below my ability icon), but that is admittedly a rare occurrence.
Knock em' Down + Radiant melee energy refund:
I'm not sure if this is intentional, but when throwing a knife with a single charge and getting a takedown, I don't get a second knife. This happens whether I was already radiant or not. I suppose gaining a second knife after a kill with one charge be kind of OP, but I really like throwing knives so I put this in anyway :).
Throwing the Knives too rapidly:
The exotic perk never works when I do this (at least for me). Whenever I throw knives one after another too fast (with each throw resulting in a takedown), the knife is thrown but the charge from the takedown is not granted.
Not sure if this will help, but the sound of the knife being replenished can be heard after a short duration. (sounds like a titan's throwing hammer being picked up). I think the duration I have to wait is roughly the amount of time it takes for a titan's hammer to replenish after being picked up, but a little shorter. What's different from the titan's hammer however, is that the ability icon just "lights up" when replenished rather than being rapidly filled up like the throwing hammer.
And that's all the cases I've run into so far. I tried these with every throwing knife and the results are the same.
Hoping (often for nothing) that the exotic perk gives two knives and waiting for the titan hammer pick-up sound effect is what I think made this exotic unpopular... I think an adjustment to this exotic's fluidity would really bring the idea of the "way of a thousand cuts" to life.
But if it was fixed, it would be a fun, cool-looking, and interesting/unique way to challenge yourself in crucible and presents interesting build-crafting possibilities with the solar hunter, particularly with gunpowder gamble.
