As well why are last wish red bar weapons available after doing last wish raid and 1 week after I have done it I have spoils of conquest but cannot buy these weapons I have to do the raid again each week??? and then I can buy the red bar weapons from Suraya. Why Bungie???

Yes, first you need to reclaim the quest fron Syruia, and then complet the raid, and then you can buy only one red border from her.
