Silver is only available to spend on the platform where it is purchased and is not tied to characters until exchanged for cosmetics from Eververse.

So if i spend silver on EGS platform before cross saving - after cross saving my Steam character don't will be available EGS cosmetic, right?

If your Epic characters are not selected as the Active set of characters, they will be dormant and any cosmetics purchased by using those characters will be unavailable.
