No, I would not say it is the same as the Vex. It's not even a case of us being "outside of time". The Vex are incapable of simulating paracausal forces, which has been their blind spot since the start. They can't simulate paracausality, so they can't predict what paracausal entities will do with 100% accuracy. That Panoptes was able to "see" Sagira's Light and found a path towards Vex supremacy was a big deal and led to the "Curse of Osiris" storyline. It is also what makes the Oracles' appearance outside the Vault of Glass and the Sol Divisive Vex radiolaria being mixed with Darkness very concerning, from an in-universe standpoint. They haven't been able to simulate paracausal forces, and so can't wield paracausal forces themselves. But they are getting closer to both, and it seems the Sol Divisive might have found the path forward. ---------------------------------------------- The Precursors "exuviated" themselves through the Veil and Darkness to become the Witness, a being that cannot doubt or dissent from the purpose for which it was made. Guardians are chosen from the dead, and "reborn" in the Light, and we are able to make our own fates, both with the Light and through our ability to choose. We are perfect opposites of the Witness, both in where we came from, how we were made, and in our natures. If the Witness was able to convince Guardians that its ideology is "the right and only way", it would have been the ultimate validation of the Witness' beliefs. That even those given new life by the Traveler, those who wield the power of the Light, would abandon it and choose the path of Darkness created by the Witness. But since we haven't turned, we've become the greatest possible threat to the Witness' plans and its ideology. We've even learned that the Darkness is a force connected to thought and consciousness, and isn't intrinsically linked to the Witness' ideology, and have learned to use it for ourselves against the Witness' forces.
