Rapid Hit needs special treatment on 120 Scout Rifles.
Atleast so it lasts long enough to get a little over half the mag size at max stacks currently the benefit just isn't worth the slot.

they should revert the nerfs it received a few years back (potency and duration). That would help slower weapon types benefit a lot more from it
