The expansions are aimed at PvE players, which spend more time playing than PvP players. And are more likely to spend money in eververse. Edit: PvP solely exists to provide free advertising through streamers, and to convince the kids watching to try the game and most likely buy atleast one dlc. Either they quit and Bungie still made $40-$60 dollars, or they get hooked and buy everything plus more in eververse.
