You have to play after the focus activity ends during the countdown to the next one
With the winning class and class item equipped to get the package
I experimented during the focus event you will not get the package only after in between events

So what about it counting toward your total progress? I've opened 5 or so winner paclages, and the game is only counting two of them. I should have had my skimmer by now.

Are you sure it was the right one ? You have to be using winning class , clear out the medal case and also open it from inventory I finished mine with no issue so not sure what to tell you about your five
