Hi there, thank you for your report.
Could you give more information on which platform you purchased the content on and at any point if you switched platforms. Content must be rebought when trying to access it on a different platform

Thanks for your fast respons! She brought the Forsaken DLC when it came out on Playstation. For arround a year now, she switched to PC and bought every DLC again, cuz she knew the Content must be rebought. But yesterday, she got back to her Playstation 4, and we wanted to play the Shattered Throne Dungeon (wich comes with Forsaken, and she bought the DLC on Playstation, when it came out) but now the game says, that she must rebought it again. Hope that clearifies it

Unfortunately, if that doesn't work, Bungie has no control over the licenses, so you will have to work with the store's support team to have them verify your purchase and restore any licenses as needed.
