Have Everything from D2 launch through Forsaken put in a single "legacy" bundle to buy for like... 50 bucks.
"but old consoles cant handle the size" or "thats just simply a BIG game size in general"
Then do this:
Put all this content under a new button in the director, click it and u will view the map as it was in Forsaken, pre-shadowkeep. If a user doesnt want to play the stuff and doesnt buy it then when they hover over the button it just says "Requires Legacy Content Bundle"
Basically: [b]Do the MCC(Master Chief Collection) method[/b] of "hm i dont want to play halo 1 rn, so i just wont have that bit installed." Yet the user can still play the rest of the game without having it all installed at once.
De-installing this wouldnt affect your loot u have, why? Because they are all still in the game already, it just allows u to go back and play/earn them.
Perhaps the game isnt built to handle this kind of system, well then... make it able to handle it after the final shape. Take a break on future story and make it so a new player can actually understand the game and get into it all.
[b]EDIT:[/b] Why do you all think I am asking them to charge those who owned it before again? Where did I ever say that? ME, I joined when it was all f2p stuff in the game, so i dont mind paying. The rest of you just get the crap back. Learn context people.

Not no, but HELL no. Absolutely agree the new player experience needs a LOT of help, but this is not the way.
