It's not, they're getting stunned -> beginning the animation -> snapping out of it and continuing to shoot -> going back into the stunned animation.

That's a separate thing and also is seemingly intentional and has been like that since Stasis was introduced Freezing resets the stunned state, same thing happens with barriers and overloads. So barriers would stop the shield animation and overloads. This issue is the stun being applied to unstops, is that the stun animation starts they snap out of it and continue shooting for a sec or so and then snap back into the stunned animation.

I will keep an eye out for it, but haven't noticed it this season so far.
