The Crow is Missing
I'm trying to do the dawning cookies and The Crow was the last one for me. I swear I've seen him here before. Do I need to do a mission progression to unlock him?

If you have the seasonal quest at a point where he’s suppose to be somewhere else on HELM (like in week 2 when he talks with Petra) he won’t appear in his spot until progress past that step
