Hey there, since Season of the Witch launched, items like that are now picked up from the Special Deliveries Kiosk, between Rahool and Banshee.
Could you check there?
If it is there, I'll flag this up with player support due to the innaccurate answer.

See now that was the first place I looked expecting it to be their then I saw that email and so I looked their as well and still wasn’t their I can even send pictures of it not in any of those 2 spots nor in my collections
