I believe this has been going on for weeks now. Holster mods don't work most of the time. Especially with fusion rifles but sometimes with my machine guns as well. I have the corresponding holster mod to the element and the weapons I have tested with are not 1 ammo in the mag weapons. I remember many times having to reload from 0 in the mag for both machine guns and fusion rifles so it also doesn't matter if I empty the mag. And I do wait much longer than 2.5 seconds before switching weapons for the most of the time. So I believe I'm not doing anything wrong in this. https://youtu.be/VHhvsJvl_nM
