The Hive's Final Shape is that which proves its right to survive may continue to exist. If it's true, it will slowly whittle the universe down to one final victor.
Oryx got this idea of the FS from communing with the Deep. It wasn’t known when we originally learned this, but we now know the Deep was the Witness - The Voice in the Dark.
I keep hearing that the Witness' FS and the Hive's FS oppose each other, but I don’t believe this. Think of the Hive as the Witness' Bloodhounds. They kill everything in their wake, forcing the Traveler to move until it finds its next society in need of upbringing. Once again, the Hive comes and... They finally meet their match. The Witness leaves waiting for one to kill the other. They hone against one another in battle, each becoming stronger until one remains, and the Witness swoops in to execute the Final Shape. This was the plan. Clearly, the Witness got tired of waiting and decided to enter the fray. A crucial mistake.

Why kill things to become stronger when you can make friends with the things you wished to kill.
The Witness hoped that we would all have killed each other by now, when, in fact, we're the strongest we've ever been.

The Witness’s people encountered the Veil and got a lot of strange ideas, they went from peacefully praising the Traveler to wanting to control it and the cosmos. And killing anyone in the way. They went from peace to war after encountering the Darkness. So did the Final Shape actually come from the Witness? Or the entity behind the Darkness?
