The Moon has a similar setup with Jade Rabbits and Rice Cakes. Rice Cakes seem difficult to get on demand until you realize that they are gated behind completing a specific weekly Bounty given out by Eris Morn in which you complete three of the Lost Sectors on the Moon. Finishing this Bounty gives you an access key to open a special room in the fourth Lost Sector, granting you a Weapon Essence. Once you have obtained this essence you are almost guaranteed to obtain a Rice Cake within the next few chests you open or patrols you complete. It’s [i]possible[/i] the Small Gifts in the Dreaming City can be forced to drop in a similar fashion; I would suggest completing two weekly Bounties Petra Venj hands out to see if that spurs the drops, specifically the ones that task you to complete the Weekly Mission and do Blind Well runs. The weekly Bounty for Blind Well runs awards you an item used to open a chest at the Oracle in the Spine of Keres. As this is similar to the weekly Bounty gating Rice Cakes on the Moon, I have a hunch that opening the chest at the Oracle may spur the Small Gift to drop for you by then doing other things afterward.
