It's so clear at this point. State of the Game made it abundantly clear that the "structure" of the studio is around monetized content.
They make (ugly) vendor armor, and we don't transmog it, so they stop updating vendor armor (and we got the blame for that).
Meanwhile, Eververse is flooded with new ornaments. It seems they just wanted less competition for the Eververse armor.
Then we get to PvP. PvP is free, so they don't have a dedicated PvP team (which they used to in D2 Y1 and prior). They have a bunch of other teams they spread the PvP work around to instead.
So, does PvP get any content? Nope. Virtually none. Went from like 10 maps between release and Y2 to like 1 new one in several years.
I would MUCH rather pay more money for the annual expansion or even seasons KNOWING with 100% certainty that I would get new, original content from dedicated devs that love the game, and get paid for it, than for this cycle to continue.

The PVP in Destiny feels unique.. I wish they focused more on it instead of Eververse or PVE stuff that goes away after a single season. Seasonal activities = Vaulted after a season, less bang for your buck New PVP map = Stays around forever, more bang for your buck Seems simple to me

It’s a scam to sell eververse armor to new f2p players. This way the venders have nothing and there is less to choose from
