The code for this appears to already be in the game, if you equip an exotic weapon in the kinetic slot, regardless of ornaments, if you inspect a shader, that shader will also be applied to the exotic weapon (good examples of this include Outbreak Perfected, Suros Regime, Sweet Business, and Monte Carlo)

Reason for that is to make exotics easily noticeable in combat.

Unfortunately, that's what "ornaments" are for - so they can't allow shaders or it harms the sale of exotic ornaments in eververse.

Bungie : "We have been listening to your feedback regarding exotics and applying shaders to them. As of next season you will be able to purchase a new resource called Exotimorphomagraphic Essence of Shaderweaves. This will be available for silver from eververse that will allow you to convert a single shader into an exotic shader. Each Material will cost 389 Silver, and will be bundled in a similar fashion to the Transmog Consumables in the Store".

No because that would hurt ornament sales and the poor small indie studio known as Bungie would starve along with their families.

You can't obstinately to make exotics more recognizable in combat, but probably to drive ornament sales to fund Marathons development, cause that's probably where 90%+ of silver profits are going.

Yeah, I always thought it was funny how we could preview it, but not use it. I'd love to put shaders on my exotic weapons.
