I cant pick up or hand in a quest to Xur for an exotic cipher, I don't have a cipher in my inventory, Xur had the quest available and I had one completed ready to hand in this weekend, I wasn't able to hand in and after abandoning the completed quest, thinking that may have been the issue, I cant claim a new quest. please help
