There are a few regular offenders that could be turned into cards, among the most important ones a negative commendation card for ignoring champions (literally running past them and skipping to the next room of the level), bad communication, intentionally killing allies, etc.
People should see in-game what quality of player some are in random matchmaking. They should be able to look at their profile and be like "ah yes, that guy skips champions a lot, better I focus only on champions or leave and find a new lobby instead". Or "ah yes, that guy is griefing others a lot, probably by slamming them into walls with eagers edge sword perk or with shoulder charges". Or "ah yes, that guy is cussing/insulting others a lot".

Commendations are just there as a motivator to play the game by creating envoy for players who have a larger number than you. They aren't actually meant to be functional. Good idea though, but live service games are built with psychology.
