I'm sorry for what happened to your friend, but I also responded to the post they created with the same information you were given in your other post. https://www.bungie.net/en/Forums/Post/262818952 Characters can [i]only[/i] be deleted manually in-game while logged into one's account. Whether they deleted the characters themselves or somebody else did, Bungie will not restore anything.
