I’m seeing the same thing, but I assumed that these triumphs were tied to doing the weekly story mission that unlocks upon completing the main campaign.

Looks like this might be the case, wording of the Triumph is unclear to me. But I did the weekly mission and suddenly the First Contact triumph was claimable. I suppose I'm just confused because I joined at the end of the last season, and seasonal quests had both Chapter style and individual Mission triumphs.
