Title says it all.
The changes I'd make (currently) would be:
* Nerf: Change DMT's exotic perk, to be the Hip-fire accuracy from the masterwork. Remove Cranial Spike. (I know the hip-fire accuracy is the main thing that makes the weapon strong, but swapping it out with Cranial Spike will nerf the weapon, without completely removing it from competitive play.)
* Change: Remove time limits in ranked, but keep the time gated objectives. This will encourage team-play, and increase competitive integrity.
* Change: Make a ranked matchmaking block, so that players with large rank disparity can't queue together. This will discourage boosting, lower toxicity, and increase competitive integrity.
* Change: Make the ranked playlist only be one game mode, preferably bring back Countdown. This will encourage team-play, and lower toxicity, and give players a true chance to shine and show how good they really are, and increase competitive integrity.
* Change: Reward ranked players with something unique from Platinum and each rank above. This will give players a reason to play and compete in climbing the ranks.
* Buff: Reduce flinch taken with sniper rifles and remove 15 to 20 aim assist to balance it. This will not only make sniper rifles more viable, but it will also increase close range combat, which so many players seem to enjoy. Players who run snipers, will be forced to either run a close to mid range primary, or they'll be choosing to play with a range handicap.
* Change: Reward and encourage bigger streamers to stream competitive play. This will increase the amount of players, and breathe some new light into the competitive scene.
* Change: Patch in smaller sizes but more frequently. This will help accurize the patches and find the actual issues.
That was all I could think of right now, I hope Bungie sees this and learns something ;P
