Maybe I'm missing something here. I recall that we had an entire season where we did our best to make Rasputin more powerful and fill the sky with Warsats. At the end of that season the Witness apparently laughed off all of his power and facerolled the -blam!- out of him. The only reason he survived is because his fangirl stuffed yeeted him into a high tech thumb drive and hauled -blam!- out of dodge.
Now we have an entire season devoted to rebuilding him so that... The Witness can't harness his power? The Witness has Xivu Arath out fighting for control of the Warsat network or something? The network that apparently is basically nothing compared to the pyramids? The Warsat network that the Pyramids can ignore? Why? Why is he pitiable in the face of the Witness one moment but later the Witness needs his power?

The Witness wants Rasputin so Xivu Arath has a way to decimate the Last City with little effort, and to make sure that we can’t use any of the information he has. Osiris wants Rasputin back so he can answer his questions about the Golden Age city on Neptune. Ana wants Rasputin back cause she believes that he can help. Clovis wants Rasputin back to preserve his legacy and himself, which is why he loaded himself into the exo frame in the HELM.

If you read the artifact lore we also have to regain his trust, despite season of the worthy being solely about us gaining his trust. The end cutscene has been data mined. I won't spoil but there is a reason that will be revealed as to how Rasputin could ruin the Witness plan. It's not obvious, but if you think about it it makes sense.

The Witness doesn’t need the Warmind’s power. It’s just a highly valuable war asset has been left open for the taking, so it is trying to seize it. Not to mention it knows we’re trying to bring Rasputin back online, so it’s also partially about attempting to lock us out.
