With it operating as I suggested, a stasis field (like the stasis grenade) is generated on precision hits already deals damage, and freezes targets. The catalyst increases damage to frozen targets. This means that you will be freezing larger targets for the added damage. Any nearby smaller targets will freeze and can be killed for the Tombstone buff, further increasing damage when not frozen. Think of the stasis field on precision hits kinda like a Le Monarch poison burst, except it is stationary, not a DOT debuff.
