so basically what I have heard and learned is that if you received a restriction before beyond light came out, it is possible to have a PERMANENT restriction which is what I have, and while bans which are permanent are obviously still a thing, PERMANENT restrictions are no longer issued.
I myself received multiple restrictions roughly two years ago because I was in the U.S. Navy "A" school to become a master at arms directly out of boot camp so I was desperate to play the game with my dad and brother even though I was on a "very rough" connection to say the least because I was on government provided internet.
Bungie really needs to do something to help players like myself; if you got RESTRICTED, that's all it needs to be, the players with malicious intent will just get banned anyways, so please can I just have my PvP and Gambit privileges back? I can't do things like get the stasis fragments and aspects unlocked, so I virtually can not play stasis. I also can not do things like obtain the witherhoard catalyst.
I assume someone will also give me the useless comment to "just use the ban appeal form" but Bungie DOES NOT even consider reversing restrictions and insist you wait them out, which in my situation is impossible because after 2 years of restriction, it is blatantly permanent. Bungie does not even read to slightly consider my appeals.
I believe this should be fixed for EVERYONE grandfathered into this system and the actual cheaters should just be banned, but is there anything that I can do? can anyone help me, perhaps by getting this to a dev, or ban team member?

I disagree. Your account broke the rules (multiple times) back when it was known that multiple restrictions for connection issues would result in permanent restrictions.
