My idea is mostly just mashing together older things but here goes. Have it be a 180 handcannon with Trust's model. Then for the intrinsic have it be Double Fire like Warden's law. For perks make it have all barrels and mags (including AP rounds, High Cal, and Accurized). For 3rd and 4th columns I don't really have anything to add because theres not really a point in nitpicking a perk pool.
