Light Level is at this point pretty useless aside from "Number go up make brain happy" especially since we know that levels can be raised and capped as well as encounter levels, just look at Derelict Leviathan.
We could still have Artefact power so there's still some "Number go up" to please the masses as well as our Artefact mods to pace out a season's power balance, but overall there's no need anymore.
This does a handful of things: Put 100% control of each activity in Bungie's hands to better curate an experience like in Witch Queen's Legendary campaign, release players from power and pinnacle grinds, freeing up time to focus more on ranks, bounties, etc. and remove inventory + shop bloat from Prime Engrams and Upgrade Modules.
Artefact power shouldn't affect anything important either, that's either enabled or disabled depending on what Bungie wants as well. Crucible + Gambit it's disabled, GMs it's capped / disabled, everything else free reign.

If Power level was removed today and a veteran FPS player booted up Destiny 2 for the first time and tried to jump into a Master Nightfall, they would struggle because of mechanics they haven't yet learned about, even if they aren't underleveled. Gating content behind a Power number that takes so many hours to reach is a crude way to get players to gradually learn the systems instead of jumping straight into "hard" mode. The Guardian Ranks system launching with Lightfall may be the first step in dropping Power levels, since it was described as a guide to challenging players to leave their comfort zone. Also, I would expect extensive nerfs to already sunset weapons, especially old Pinnacles, since Power limits were the primary way to keep them from being relevant in current endgame content.
