Was testing out some builds when I noticed wellspring wasn’t filling my melee energy properly.
I linked a video to the post. Keep an eye on my melee bar in the bottom left.
I can’t tell if it’s filling it ever so slightly (as if it was giving energy to all abilities instead of just 1) or if it’s not doing anything at all.
Regardless though, I looked at some old footage pre witch queen and it gave way more ability energy per kill than this.

It seems to just always think that your abilities are uncharged, and so it only gives 2-3% all of the time. I posted my own forum post about this to give it more chances of being seen, but yeah

Just replying to keep this thread alive. This Wellspring bug has ruined all the guns that have it. For ability-focused players like me, it has been a terrible change. Please fix!

A bunch of folks have gone through videos of this when they removed the internal cooldown, and they appear to have changed it from 8% divided across all uncharged abilities, to 2.66~% to each ability flat. It's unknown if this was deliberate, and of course it means the description is wrong, but it does do something, unless it's completely broken in a more recent patch. The end result is it's roughly the same speed if everything is empty, but 1/3 the speed if only one is.

Can confirm it no longer is giving me enough melee energy anymore. Its been busted since they added pugilist to the perk pool.

Has Bungie acknowledged that wellspring perk is broken and not returning any energy? I've checked known issues and can't see anything.

From my testing wellspring doesn't seem to be giving any energy that I can see on kill even if I only have one skill on cooldown.

Definitely not working as intended at the moment, I took a wellspring Enyo-D into Shuro Chi checkpoint to make sure I was not missing something and I did not get a single proc of Wellspring after expending my grenade

I've noticed a lack of return as well. Not sure if this came with the cooldown removal, but Wellspring doesn't seem to be active or acting normal.
