Easy fix for sparrows 2.0
Make always on time a masterworked sparrow.
All exotic sparrows to reach Always On Time speed must be masterworked Just like any exotic armor.
I think this should fix it I am no a coder what do you think?
I have Tons of ascended shards and prisms I can afford it.

Or have them level up like crafted weapons the more you ride them and get faster
