I just made a post about this myself, but try deactivating any software such as Razer Cortex/Synapse and MSI Afterburner. If you don't use these, check for any of the software listed here: https://help.bungie.net/hc/en-us/articles/360049199891-Destiny-2-PC-and-Third-Party-Application-Feature-Compatibility This seems to have resolved the plum issue for me but I am going to check more in-depth tomorrow.
