There is no point in having 2 different strike options. They need to remove Heroic strikes and allow Nightfalls to be rotatable like Heroic strikes but allow players to access difficulty up to Master at least. Bungie keeps adding content they feel they can handle but it always gets left behind due to never being updated via QOL updates that are highly needed. I agree with what you said though. Anybody who believes that the system for NFs are better than what we had in D1 is delusional. D1 strike loot was not gated by power leveling, a chance and difficulty. You just played the game as it should and got rewarded for it.
