I got my second chance on the first lost sector I did for it, and I got a pretty good roll, too. I want to list everything I love about this thing and everything about it I hate.
I like it because it:
Looks cool
Gives you a new way to deal with barrier champions
Gives you a second shield throw
I don't like it because it:
Forces me to use shield throw (not very good)
The shield is often so slow that my teammate will stun the barrier champion before the shield gets to it.
Outside of activities with barriers in them, It only gives me another charge of the worse of the two void melee abilities.
So how do we fix this?/
The biggest problem is the fact that shield throw is possibly one of the worst melees in the whole game.
It does very low damage AND it usually just hits one enemy then flies off into nothing. Increase the tracking to make it more like the sentinel shield super shield throw. It doesn't have to do that much damage, although it should for sure do more than it currently does, but in PVE, it needs to track like that.
Also, make it do something outside of stunning barriers. Being able to hit phalanxes with my throw is cool, but that's about the only thing it does other than give you two charges in PVE. below are a few of my suggestions.
1: Allow it to let you use both melee abilities at once. If I start sprinting, I can shoulder charge, but if I just walk normally, I can throw the shield.
Can you imagine how cool that would be? You would have to decide which would be more practical at the time, and it would be very unique.
2: Make it give shield throw more velocity. This would solve it's problem in nightfalls, and potentially give it some niche in PVP.
3: Make shield throw give you half your OS instead of a third per enemy hit.
4: Make it give shield throw more bounces. This would only work if the tracking was increased, but it would make shield throw much more powerful, as you could kill more adds with it.

I personally think for pvp it needs better Velocity/bounce mechanics (tracking) and more damage... I don’t know how much damage increase it should get, but I think it should be substantial given you have to sacrifice and exotic slot.

I feel like this anti-barrier capability should have been built into Urza Furiosa. Urza on its own, with the nerf to the amount of orbs it generates, is not that good and not used often in high-end PvE outside of very niche content like the Grandmaster Nightfall "Glassway" in the final boss room. Since it hasn't, I absolutely agree that Second Chance is extremely lackluster out of the box and needs a buff. Making it break barriers from Anti-Barrier Champions on its own is insufficient. Improving the shield throw tracking and damage, including in PvP, would be a good way of going about it.
