I have been reading posts about how Warlocks lost a lot of their bottom tree and middle tree abilities, especially benevolent dawn and better, more flexible healing nades.
Unfortunately, Bungie has also stated that they won't be able to create or rework any fragments for the next while (Lightfall or later), meaning only existing fragments can be buffed. Despite this setback, I think I have a solution simple enough to program in a short timeframe, but powerful enough to replace benevolent dawn.
Here are some of the tweaks I think should be made...
Touch of flame: additionally allows healing grenades to grant overshields to high-health allies
Ember of Benevolence: ability regeneration effect is increased when you apply an overshield to an ally.
Healing grenades: ally health levels are visible when this grenade is equipped. Just a convenience feature.
These changes would be beneficial because one of the main complaints pertaining to benevolent dawn was that the fragment's regen effect wasn't strong enough, and healing grenades also weren't strong enough to warrant using.
These changes will allow for full healer builds to see more use. It also shouldn't take too much time and dev resources to tweak the value of the health restored by healing grenades since rifts already grant overshields, the fragment ability regen since it's just a scalar, and they're fixing Ember of Benevolence right now anyway.

NB the Dev said they wouldn't alter or combine Fragments, nothing about they weren't able to. Wouldn't rather than couldn't, at least going by those Tweets.
