Lucent Blade secondary perk
Lucent Blade's secondary perk is not activating, even when I equip Arc Siphon equipped on the same piece of armor. When I replace Arc Siphon with Hands On, the secondary perk does activate.
Is there something I'm missing, or is this a bug?
