HDR broken since 4.0.0.3 - HDR only turns on when game window is unfocused

Tested in all window modes, only mode that is working correctly is Windowed mode (with Taskbar and Title bar visible). Fullscreen, Borderless Windowed and Windowed Fullscreen all turn HDR off when game is focused.
