Xbox does not charge for preorders until around 10 days before release. While you may have placed the preorder some time ago, the charge for the purchase would only have been made about a week before Witch Queen released. If your payment was declined, or failed to complete, then that would result in your losing access to the Anniversary content. Login to your Microsoft account, and check your transaction history. If your preorder for the Witch Queen bundle shows any status other than complete, then you will not have the licenses associated with the bundle. You will need to speak with MS support, regarding your purchase. FYI- All players have access to the first two missions of the Witch Queen campaign, but a license for the expansion will be required to continue beyond that.

Hey, Have you tried Restoring the Game License, this can commonly help with issues accessing DLC. Please also ensure that the DLC is in the transaction history and library of you platform account. However if this does not work you will need to contact Xbox Support as they are the ones that control the allocation and management of DLC. Bungie does not have any authority over this and wont be able to assist.
