In all likeliness, the mission was completed before or during the start of the season and they’ve not touched it since. The problem is that nobody anticipated people skipping a cutscene and what that might mean for other players, so they never tested to see. It’s a bit like pedestrian crossings; the expectation is that pedestrians use them so there’s no need to test what happens when someone randomly walks into a road which has one.
