Although I agree with the science behind the Last City being located in Chile, I always felt the cultural element doesn't support that. We see clear preservation of various cultures within the Last City except Chile and native cultures, Festival of the Lost aside (and even then, that's a stretch).
Mulling it over, it seems native villages would have a high survivability rate due to lack of interplanetary tech sought by the Eliksni, unity of the community, regular use of localized resources for survival, and possession of firearms and other weapons/strategies for self defense. That being said, there is either a plot hole in D2, there was another genocide within D2 during golden age that isn't mentioned, or Chile isn't the location of the Last City
Many may not care about this but it would definitely add to the scope of the D2 world and lore.

Iron Lord lore showed they were going there before they had ships or sparrows to travel around in. They built the Temple as their base to overlook the City. How exactly does that work when the City is half way around the world and you can see the Cosmodrome from the Temple? That right there was the proof that the location of the city retconned. Nor is there any attempt to explain how refugees made it across the oceans to get to South America to begin with. We only see mention of it in D2 the Pilgrim Guard leading people from Central/North America to South America. In short, they changed it and left it alone. So whatever importance may have existed, they scrapped. Just like how “the Guardian” became any run of the mill Guardian . We are really getting a slimmed down version of the story. The worst part is, there is no reason for the change from our perspective. Which means there had to of been a juicy lore reason and now we will never know.
